The Million Veteran Program (MVP) is the largest and most diverse genetic and health database in the Department of Veterans Affairs, with over 1 million Veterans enrolled starting in 2011. This national, voluntary research initiative studies how genes, lifestyle, military experiences, and environmental exposures influence health and wellness.
We are seeking a Senior Full Stack Windows Developer to design, build, and maintain mission-critical applications across the Windows ecosystem, with immediate emphasis on secure, high-quality Web Applications and REST APIs. This role is ideal for someone with strong ASP.NET and SQL Server expertise who can work across both backend and frontend technologies.
As a GS 13, you will serve as a technical lead, enforce secure coding practices, and partner with stakeholders to deliver reliable, secure, and performant solutions.
Key Responsibilities
- Develop, maintain, and enhance ASP.NET web applications to deliver responsive, accessible, and user-friendly interfaces.
- Develop and support .NET Web APIs for external client integration
- Work with Entity Framework, NHibernate, or other ORM frameworks
- Build efficient data operations with LINQ and SQL Server
- Secure ASP.NET and .NET APIs by implementing robust authentication, authorization, encryption, and vulnerability mitigation controls.
- Collaborate with team members to design, optimize, and deliver solutions
- Participate in code reviews, testing, debugging, and performance tuning
Required Skills
- Strong ASP.NET and C# development experience
- Hands-on experience with Entity Framework or similar ORM tool
- Proficiency with LINQ and SQL Server
- Solid front-end experience (HTML, CSS, JavaScript, jQuery and/or Angular)
- Apply established software design patterns to ASP.NET web applications to improve maintainability, scalability, and overall architectural quality.
- Demonstrate proficiency with Git for source control, branching, merging, and collaborative code management.
- Solid understanding of object oriented design and the SDLC
Other duties include
- Define and enforce best practices for full-stack development.
- Lead initiatives to improve system performance, security posture, and compliance.
- Participate in code reviews, ensure adherence to accessibility and security standards.
- Collaborate with engineering teams on software deployments.
- Conduct periodic audits, enforce least-privilege principles, and manage compliance reporting.
- Maintain structured documentation repositories for technical and operational processes.
- Evaluate new tools and frameworks; lead proof-of-concept initiatives.
MINIMUM QUALIFICATION:
- MUST be a US Citizen and MUST clear a US government background check
- Resume must indicate full-time or part-time for each position listed under work experience. Part-time positions should also include hours.
- DEGREE: Computer Science: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
- EXPERIENCE: Must have at least one year of related experience at the lower GS level. Per OPM, the minimum qualification requirements are one year of specialized experience equivalent to the next lower grade level in federal service (GS-11 for GS-12 fills) or education substitution for GS-12 research jobs (Ph.D. or equivalent doctoral degree in related field to position being hired into)
PREFERRED QUALIFICATIONS:
- Experience with .NET Core/MVC/.NET 6+
- Exposure to DevOps practices and CI/CD pipelines
- DevExpress and/or other Web UI libraries
- Excellent written and verbal communication skills are a must.
