Virginia Department of General Services 

Technical Team Lead


The State of Virginia (population 8.6M),
the 12th largest state in the United States, is seeking information technology professionals as candidates for its Department of Consolidated Laboratory Services (DCLS) Technology Team Leader position.


The Department is headquartered in Richmond, reports to the Technical Project Manager and manages three direct reports and three consultants. The Commonwealth of Virginia was named CNBC’s “Top State for Business” in 2021, its fifth time receiving such recognition since 2007. Job Summary

This position will provide technical direction for all technology initiatives and oversees application services including the selection of new technologies, installation and configuration of all in-scope and agency managed applications, performance of system upgrades, patching, enhancements, break-fixes, ongoing maintenance and operations, system security planning, business continuity planning, release management and secure data exchange.


This position leads a team of skilled IT application and interface developers and provides technical direction for solutions to complex IT initiatives involving applications, infrastructure, network, web server, database server, Microsoft Azure, Dynamics 365, and storage. This position will manage and direct the daily activities of the Laboratory Information Management System (LIMS) team and provides guidance, oversight, and technical support for the Department’s Application Development team.


To be successful in this role, the incumbent must learn the agency’s business operations, and establish a strong working relationship with business owners, technical staff and support staff assigned business units with their technology needs.


Minimum Qualifications

  • Ability to foster and establish strong working relationships with users, partner agencies, DGS management, co-workers, contract staff, and the IT vendors.
  • Experience supervising a technical / application development staff is required.
  • Experience with Microsoft .Net technologies, REST and/or SOAP web services, Angular, JavaScript, C#, XML, JSON, MS-Office and MS Project. Must have experience in Object Oriented design and Service Oriented Architecture, including use case driven/iterative development.
  • Experience in Azure cloud and Dynamics 365 is highly desired.
  • Ability to provide technical solutions for complex IT requirements and create conceptual, logical, and physical diagrams that layout network, server configuration, database, and SAN requirements.
  • Ability to work with the BA/QA team, users, and other technical staff, to ensure all goals, objectives, milestones, and project deadlines are met.
  • Knowledge of Oracle databases and tools to parse, load, and/or extract data from core systems.
  • Knowledge of IIS, digital certificate management, client authentication techniques, Web tokens, PKI, and SSL for encryption. Knowledge of various communication protocols for electronic data exchange.
  • Knowledge of development best practices and coding techniques to prevent security vulnerabilities.
  • Ability to coordinate with the development team, implementation of software updates, bug fixes, service packs, and new version releases in a production environment.
  • Knowledge of server administration and architecture in Microsoft and Linux.
  • Must have proven experience in developing change management control and procedures. Experience in using version control tools and defect tracking software.
  • Ability to translate complex technical terminology, concepts, and issues in terms understandable to technical and non-technical management and resources staff.
  • Ability to design and document logical data structures and data flows and to develop entity relationship diagrams and data flow diagrams.
  • Considerable experience leading projects of moderate complexity.
  • Knowledge of standard development disciplines and good practices, SDLC methodologies, including Waterfall and Agile models.
  • Ability to comprehend, troubleshoot, and resolve issues stemming from poor database and/or technical design, bad SQL coding, and/or inefficient and unqualified queries.
  • Ability to design, implement, and maintain a fully redundant disaster recovery system to support mission critical applications.
  • Bachelor’s Degree in Information Systems or related degree required. Work experience can be substituted for a degree.


Preferred Qualifications

  • Knowledge of MS SQL server database is preferred.
  • Knowledge of barcoding and scanning devices, specific to Code 3 of 9 symbology.
